Europe breathed a deep collective sigh of relief on Monday, as the diplomatic emergency triggered by the introduction of a new comprehensive peace framework for resolving the conflict appeared – briefly – to have been contained. A senior US official spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Moscow made its response: an extensive attack of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The chain of opposing developments captured the bleak nature of the recent timeframe. By day, diplomatic battles are conducted: optimistic declarations are delivered from different nations. Considerable effort is devoted on containing particular approaches. By night, Moscow forcefully demonstrates the world that, for them, war remains the key method for achieving "settlement".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the immediate reality of Ukraine's defenselessness was exposed. Ukraine is able to track rocket firings from enemy soil, a capacity afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to counter approaching aerial threats flew past – sophisticated military planes supplied to Ukraine by NATO members.
Moments later, Kyiv's missile defense engaged: defensive missiles deployed against a hostile projectile. This was a modern interception technology at work, probably delivered by allied countries. Every firing creates sudden vibrations, rattling buildings. The instant of fear quickly gives way to resigned acknowledgment: perhaps the incoming missile won't hit its mark this time, preventing destruction from catastrophe and additional electricity failures.
Continuous Dangers
Following this, a large-caliber weapon engaged a drone close by, part of a defensive team – probably allied-provided weaponry. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its destination.
Intermittently, this continued until dawn. Kyiv greeted the daybreak reports: seven people killed, damage and infrastructure problems in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – living the war. But those 24 hours demonstrated Ukraine's essential dependence on international aid – a need that European nations are clearly incapable to fill in the near term.
Unsuccessful Negotiations
The detailed framework from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have seen this script before, after previous diplomatic encounters and international summits.
Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with allied governments, effectively counters. They manage the tension but never actually win the battle. This trend will, certainly, endure.
Strategic Calculations
It is easy to blame specific actors of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington functions according to a assumption familiar among seasoned negotiators: you cannot win at the negotiating table what you have been unable to protect through force. The White House assumes that it is unfeasible to compel Moscow to abandon the territory that it already controls in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, American administration does nothing to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its advantage in the months ahead.
Divergent Views
Therefore, Moscow is certain that the clock favors them – that Ukraine and its supporters are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to end hostilities, but they will continue as long as Russia's leadership remains supremely confident in the conclusion.
On the contrary, Ukrainian leadership believes that Ukraine can still hold out, slowly losing lives and land but avoiding a complete military breakdown until circumstances change in its benefit.
Existing Situation
Realistically, there are no real preconditions for a truce. Now, individual motivations are coming into play: personal goals to broker a ceasefire and obtain worldwide acknowledgment, and the government's twin challenges – on one hand, not to alienate a key ally, and on the other, to unite the population around the flag against any proposal Kyiv finds unsuitable, so that their priority does not move to internal issues. And although their objective will now be significantly challenging after latest incidents, it remains highly unlikely that this will alter their fundamental strategy.
These conflicting dynamics are guiding negotiations.
Summary and Prospects
It took a just a single week to kill the 28 points of the latest plan. Assertive and inconsistent approach of the matter by American leadership, opposition by Ukraine and the other European countries, along with soothing efforts of representatives, and finally, current information leaks, all served their function.
While new initiatives based on established approaches are forthcoming, Kyiv, London and other allied nations should draw one fundamental conclusion: Ukraine and Europe will only be able to resist negotiation assaults from Washington that are founded on Moscow's terms and reflect specific hesitation to modify developments, if they maintain solidarity and strengthen their defence capabilities at a considerably quicker tempo. If they do, neither political nor armed coercion will be able to defeat them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the predictable period, largely rely on ongoing international assistance.
